Oxnard Harbor District Commission Appoints Celina Zacarias to Harbor Commission
In a special meeting held on Monday, February 3, 2020, the Oxnard Harbor District Board of Commissioners appointed Celina Zacarias as Harbor Commissioner. Commissioner Zacarias will be filling the vacancy left by the passing of Commissioner Dr. Manuel Lopez.
Ms. Zacarias brings a wealth of experience, community and business relationships. Her knowledge of the Port, its contributions to both the economy, the community and its operations helped guide the Board’s consideration among a room of highly qualified candidates. Upon her appointment, Commissioner Zacarias expressed her gratitude for the trust conferred upon her by the Board of Commissioners for her appointment:
“I would like to thank the Oxnard Harbor Board of Commissioners for appointing me to the recent vacancy left by the passing of the Honorable Dr. Manuel Lopez. It is an honor to be selected to serve with such a hardworking and distinguished Board of Commissioners. I have always respected the Harbor District for the vital role they play in our local economy, and I consider it a privilege to serve and work alongside them. Finally, I hope to serve the remaining term with the same honor and dignity as Dr. Lopez.”
Board President Jesse Ramirez added: “Having Zacarias’s leadership and perspective, as well as community track record will be a great asset to the important work of the Oxnard Harbor District.”
Ms. Zacarias is the Senior Director of Community and Government Relations for California State University, Channel Islands and is currently serving as the Chair of the Oxnard Chamber of Commerce.
Ms. Zacarias has called Oxnard home since her youth, having grown up in the Oxnard school system and also working on local farms. With this appointment, she will be tapping into her hometown experience to lead one of the nation’s top agricultural ports.

The Board utilized an open and transparent selection process in choosing Ms. Zacarias for the 10-month term, which expires on January 4, 2021.
